The St. Kitts and Nevis Citizenship Programme has introduced several important developments in recent months, giving applicants and their advisors greater clarity around contribution options while continuing to expand access to biometric enrolment internationally.
Since August 1, 2026, the contribution requirements for the Sustainable Island State Contribution (SISC) and Public Benefit Option (PBO) have been harmonized. At the same time, the Government has continued to expand its international biometric enrolment network, making it easier for applicants and existing citizens in key markets to complete the required process.
For partners working with St. Kitts and Nevis clients, here is what you need to know.
Contribution Options Are Now Harmonized
The Sustainable Island State Contribution (SISC) is the Programme’s government contribution route. Contributions are directed toward the Federation’s long-term development priorities, including economic diversification, social development, infrastructure and other initiatives supporting the country’s Sustainable Island State agenda.
The minimum non-refundable contribution under the SISC is US$250,000 for a main applicant or a family of up to four. Additional dependants under 18 require a contribution of US$25,000 each, while additional dependants aged 18 or over require US$50,000 each.
Effective August 1, the Public Benefit Option was harmonized with the SISC at the same contribution level: US$250,000 for a main applicant or family of up to four, with the same additional dependant contribution amounts.
The PBO, however, has a different purpose. Rather than contributing to the Government’s broader development priorities, applicants contribute through an Approved Public Benefit Project of national importance. This gives applicants and their advisors a direct connection to a specific project and greater visibility into what their contribution is helping to support.
Basseterre High School PBO

Biometric Enrolment Locations Continue to Expand
Alongside the contribution changes, St. Kitts and Nevis continues the international rollout of its National Biometric Enrolment and Passport Modernisation Programme.
Biometric enrolment is currently available at officially designated locations in:
- St. Kitts
- Dubai
- Hong Kong
- Istanbul
- Ottawa
- Toronto
- London
- Abu Dhabi
- Washington D.C. Area
- Lagos, Nigeria
- Jeddah, Saudi Arabia
- Singapore
Iraq is also listed by the Citizenship Unit as coming soon.
The addition of locations including Singapore, Lagos and Jeddah gives applicants and existing citizens more options for completing the required in-person enrolment without travelling to St. Kitts.
All appointments must be made through the official Government of St. Kitts and Nevis Biometric Enrolment Platform, and only locations displayed through the Government system are authorized for enrolment.
Who Needs to Complete Biometric Enrolment?
Biometric enrolment is mandatory for new Citizenship Programme applications submitted from April 14, 2026 onwards. New applicants can book their appointment once their application reaches the Approval in Principle stage.
Existing citizens who obtained citizenship through the Citizenship Programme, including dependents and children in accordance with age-appropriate international standards, are required to complete biometric enrolment by July 31, 2027.
Passports issued through the Citizenship Programme before April 14, 2026 remain valid for international travel during the transition period. After July 31, 2027, those passports will no longer be accepted for international travel if the required biometric enrolment has not been completed. Importantly, failure to enrol does not affect an individual’s citizenship status.
The appointment itself generally takes between 15 and 30 minutes and includes the collection of fingerprints, a digital facial image and a digital signature.
What Partners Should Know
For advisors, these developments affect two different but important parts of the client journey.
The harmonization of the SISC and PBO means that cost no longer needs to be the determining factor when comparing these two contribution routes. Partners can instead discuss which option best aligns with the client’s objectives and whether they prefer a general government contribution or a contribution connected to a specific approved project.
At the same time, the expanding biometric network makes it increasingly convenient for new applicants and existing citizens around the world to meet the Programme’s enrolment requirements.
Partners should also ensure that existing clients are aware of the July 31, 2027 deadline and that new applicants understand when biometric enrolment becomes part of their application process.
