ClientReferrals is proud to announce the strengthening of its partnership with the Government of St. Kitts & Nevis and the Citizenship Unit (CIU), and that it has been designated as the Public Benefactor of the Basseterre High School Public Benefit Option (BHS PBO). This marks an important milestone in the company’s growing partnership with the Federation.
About Basseterre High School
Basseterre High School, commonly known as BHS, was a public high school serving children from across the twin island nation of St. Kitts & Nevis. Originally built and founded in 1967, it has long been a symbol of national pride and identity. Its alumni include some of the most influential government leaders, leading entrepreneurs and professionals, and iconic athletes and artists. Over the years, the building and its facilities became outdated and dilapidated, resulting in its closure in 2015, and eventual demolition.
The people of St. Kitts & Nevis are in major need of modern education infrastructure to provide the opportunity for future generations to reach their educational and societal advancement aspirations. Our CR-BHS PBO's sole raison d'être is to raise the capital necessary to complete the construction of this new high school. The Basseterre High School is not just another construction project, but an important cornerstone investment in this wonderful and resilient community and its future generations.
The project will:
- Deliver modern classrooms, IT and science labs, workshops and world class arts and sports facilities;
- Provide a world-class venue for academic, sporting, and community events;
- Create short-term and long-term jobs;
- Re-ignite the pride and passion that so many Kittitians and Nevisians share for their national identity; and
- Empower Kittitians and Nevisians to achieve excellence and build a stronger nation.
Supporting the Future of Education in St. Kitts & Nevis
The reconstruction of the school is not just another construction project, but rather a profound act of restoration - symbolising the renewal of a legacy that touches nearly every family in the country.

The reconstruction calls for a modern educational campus featuring upgraded academic, technical, recreational, and community facilities that will benefit students, educators, and the community at large - now, and for future generations.
Government officials have consistently reaffirmed their commitment to delivering the Basseterre High School project as part of a broader national effort to strengthen educational infrastructure and create new opportunities for young people throughout the Federation, with Deputy Prime Minister Dr. Geoffrey Hanley recently stating that “our students deserve this school.”
Expanding a Trusted Government Collaboration
This announcement, comes only 10 months after ClientReferrals was designated as the Public Benefactor for the National Housing Corporation PBO. That first project has funded development and construction of over 100 affordable houses across the country, with the first group of first-time homeowners expected to move into their new homes within the next 2 months.
That initiative helped demonstrate how the country’s Citizenship Programme can be an important tool for delivering projects of national priority while creating tangible impact for local communities. It has created jobs, built neighborhoods, and given access to home ownership to working families who may not have been able to acquire a home otherwise.
Now, the Basseterre High School PBO, represents the continued growth of an important and successful partnership that ClientReferrals and the Government of St. Kitts & Nevis and the Citizenship Unit have built together.
“For us, it is an honour to have been chosen for this project and to be able to deliver this school that the country needs,” explained Patrick Peters, CEO of ClientReferrals. “From the beginning of our relationship, we expressed to the Government that our interest lies in projects that deliver the maximum impact for Kittitians and Nevisians. What we have accomplished with the National Housing Corporation in such a short period of time was only the beginning. The NHC PBO is proof of how Citizenship programmes can be an important development tool, and deliver on national development objectives. We are proud of what we have accomplished to date, and grateful to be associated with the Basseterre High School PBO, a truly generational project.”

Strengthening the Public Benefit Option Framework
The Public Benefit Option is a preferred investment route within the framework of the Citizenship Programme of St. Kitts & Nevis. It allows individuals and their families to become citizens of St. Kitts & Nevis, in exchange for making a meaningful financial contribution to a project for the public benefit.
As a leading B2B service provider in the residency and citizenship by investment industry, ClientReferrals works closely with governments, immigration professionals, advisors, and international partners to structure projects and investment opportunities that support long term economic and community development.
“We look for projects that are WIN-WIN-WIN,” explained Peters. “A win for immigration professionals, looking for projects they can confidently promote to their clients. A win for the clients themselves - designing projects that bring them the results they are looking for. And most importantly, a win for the host country, in this case St. Kitts & Nevis. Delivering projects that go beyond just job creation, but also have a positive social impact.”
The launch of the Basseterre High School Public Benefit Option further reinforces the shared commitment between ClientReferrals, the Government of St. Kitts & Nevis, and the Citizenship Unit to support initiatives that create sustainable national impact while strengthening the Federation’s investment migration framework.
